Definitely not full bands, due to the area I have circled. The bands must be full ALL the way through. This means a full strike, and no wear/hits. Think of it this way - you are driving through a valley (the area between the bands) - if your car can't drive across it all the way, it is not full bands.
Your coin is worth about $8 - probably less than the ICG grading fee and shipping cost. Even if it was MS62 Full Bands, it would be about $12-$14. Really not much of a spread, no profit to be made.

I would think that the vast majority of graders or all would use optical glass sequence microscopes rather than electronic display. IMO Jim
Yours is real close. Evan circled where they look. It goes through there, most times you get it. Always look there on these.
First of all, it is my understanding that each grading company has their "own standards" to a Full Line, and you have to ask for it on the label, or some won't put it on (of course there is an extra fee). Also, it includes ALL of the bands; top and bottoms, not just the center, so your top bands would disqualify it anyway. Cost of having it labeled as FB is worth it, in my opinion, just nice to see it there, but that's just me.
I don’t know about the other grading companies but neither PCGS or NGC requires a premium or a request for the FB designation. It’s given freely if the coin warrants an FB. Edited to add, PCGS requires only the central band be separated to receive the FB designation. NGC requires all three bands be separated.
