Does anyone have any idea on value of such a coin? It looks like everything on both sides are doubled. Should I send it to ANAC's?

I am not seeing any doubling. From what I can make out from your pix, it looks like the coin has been acid washed.

in god we trust and the date are the strongest doubling. It looks to me the ear and mouth are also. Weaker on liberty.
one cent and america are strong on the n's and the o mer, the sides of the wheat stalks have doubling also, but very fine.

It look like it was punched from a worn tired die.

I would not recommend submitting it to ANACS but I would recommend submitting it to one of the CONECA folks for a detailed explanation of what is occurring with your coin.
