1939 penny error?

I was roll hunting when I came across this. To me it looks to be some sort of die error. I posted it on another forum and someone said that they thought it was post mint damage. But this mark seems to be raised and doesnt show signs of a counter stamp. What is your guys's opinion on this becuase I can not find any other similar errors for this date.....or any date for that matter.

If you’re talking about the spot above the date you’re correct. It is raised. However it’s not a mint error. It’s damaged.

Anybody have any idea on how raised post mint damage like this could happen. Becuase it is raised the method of how is throwing me through a loop lol.
