I say that NGC graded it MS-65 due to depth of strike on the beard on the obverse. It looks like there is a fair amount of detail in the hair, but the beard is almost smooth. This is likely due to die fatigue or polishing. There is also something going on near 5 o'clock. It looks like some sort of corrosion, but is probably the pic, I don't know. Is there anything there? Or is it the picture? Otherwise I think that the coin is virtually mark-free, and is a very nice example of a Lincoln Cent. I'd be happy to own it.
Deserves 67 RD, but knowing your current luck a 65 RD or 66 won't suprise me. I call it CAC. General bias toward downgrading currently. Everyone wants CAC on their holders so NGC/PCGS are on the downgrade train with no brakes.
