1938 cent error?

    Found something in a roll today. I'm not sure what to make of it. The wheat stalks look really nice and it would be in decent shape if it wasn't for the green corrosion or whatever that junk is. What I'm not sure about is: what is wrong with the rim? It looks like it is just missing on the top and bottom. Is this some sort of error?
