It appears like a strike by a damaged letter punch. I believe it is too irregular to be a RPM , IMO, Jim
As far as I am aware, there are no OMM or RPM for that date and mint. After 84 years you would think someone would of found one, after-all it would be a variety with possibly thousands struck. To me it looks like a damaged punch.
