After photographing this, it seems this thing has been aggressively cleaned; at least I think that's what all of the scratches are. Regardless, is it a genuine three legs and if so, what do you think the grade / value might be?

The hairlines are obscuring the details it takes to quality a 3-legged variety. kbaby's site should shed some light to help you.
Sorry but it is not a genuine 3-Leg. None of the markers of a genuine coin are there. The hind-most leg of the buffalo should look moth-eaten. (It does not.) Polishing marks below the buffalo should look like the buffalo is taking a leak. (The marks are not there.) The Indian's neck should be pock-marked. (It is not.)
