First, there's no reason to post the same photos over and over again. It is especially insulting to those using mobile devices. That said, I agree with the previous gentleman in that it's simply a very common genuine coin that has been polished. As for value, any premium over face would be at best, very minimal.
Proof coins have a deeper dish to the fields. The coin is missing a lot of detail, thus it is a worn, polished coin. probably worth about 20-35 cents.

No reason to counterfeit a 25 cent coin. The 1937-D three legged Buffalo probably has more fakes than real coins.
