I found this 1935 Wheat Penny that weighs exactly 3 grams, and looks I guess the best word for it is "brassy", and when dropped, it has a total different sound then my other wheats, maybe something I should look into???

That's totally within tolerance. Many coins have a + or - variance in weight. Yours is just a tad bit lighter. 3.11 grams for a US Copper Cent Welcome to Cointalk
And for non-precious metals, only 95% of the coins must be within tolerance for the entire batch to pass. You need to read the enabling legislation for precious metal coins. For example, for Gold, the specified weight is the minimum with no tolerance for weights below.
