    You gotta grade the coin as a whole, F-15 is really tough.

    I've always read you grade a coin by it's worst side . Per the ANA the eagle needs 3 lines of feathers to grade VF-20 , which I was gong to give it . Then again PCGS market grades coins so I could see a VF-25 but not an XF . Lucky I don't collect these though I do like them . Maybe I'm turning into Doug .;)
