Looking for other's knowledge and recommendations on what to do with this coin.

Good news is, it's genuine. It has the raised line from the middle of the B in Liberty.

Only 3 things you can do with it:
    1. Keep it as is.
    2. Make it a pocket piece until evidence of cleaning wears away.
    3. Sell it as is.
Of course, you should disclose the cleaning if you sell, but you know that.

I've been looking for one to fill my Dansco album. Let me know if one of your options is to sell her.

But then I'll have a hole in my Whitman, lol. Looks so much better full :)

1 - as long as the "gunk" doesn't progress (hasn't since I got it, couple years ago)
    2 - thought about that
    3 - maybe someday

Will a restoration by one of the TPGs be an option, or worth it?

Not likely worth it. At most, all they'd be able to do is take care of the "gunk" (which you might be able to take care of yourself with some acetone, or might wear off if you make it a pocket piece). It'd still be a cleaned coin when they were done with it.

physics-fan3.14 You got any more of them.... prooflikes?

You do whatever you want with it, of course.

If it were mine, however, I'd sell it. I would take that money, save some extra cash, and then buy a problem free, original one.

Because it is a key date, even problem coins such as yours will be in demand, and will bring decent money.

However, problem coins bother me - I do not allow them in my collection. That is my choice. Your choice may be different (it may not bother you).

It is a really ugly coin. I would sell it on eBay and buy a graded, certified one in its place.

If you have it in a folder I'd just leave it in there. There's nothing TPG conservation is going to be able to do for it they can't restore it to a non cleaned state. You likely could remove that discoloration yourself by putting some dip like E zest on the spot with a q tip and then rinsing it off though.

An acetone bath might help remove organic gunk. I agree with suggestions to sell it and use the proceeds towards a no problem example

I would be suspect of someone rubbing the coin in an attempt to hide the removal of a mint mark.

That's exactly where and how I identified the die marker.

    Keeping it for now.

Is keeping it as a pocket piece to 'restore' it considered unethical? It is a circulated coin after all.

Not unethical in the least. Actually it's just about the only acceptable way of doing it. Just be prepared for it to take a while.
