It's probably an MS grade - I don't see any wear. I once collected the entire series of PDs. What looks like wear in the hair around the temple is often the result of a weak strike. You've got to go through a lot of these coins to cherry-pick ones with really good strikes. But it looks dipped - or is the pic a scan?

It definitely isn't the doubled tiara that John Anthony referenced, but it does appear to be a similar doubled die. Whether or not it has it's own assigned VAM number I do not know, I don't do VAMs. But if it doesn't it should.
How would one go about figuring that out and getting it attributed? I dont see anything like it at VAMWORLD
Yeah, it looks great to me. (It's one of the few series I know anything about.) If you submitted it to PCGS or NGC, wouldn't they attribute it on the slab? If it is indeed a hitherto undiscovered doubling, do they create new attributions?
I don't know much about PCGS's system, but NGC uses what they call Variety Plus. It is not like the strike designations (FB, FH, FS, FT) which are automatically including in the regular grading submission. Rather, the submitter needs to tell NGC what registered variety in the Variety Plus program they are submitting and there is a $12 charge in addition to the grading fee. IIRC, NGC recognizes the TOP 50 VAMs in their Variety Plus program and I know that the 1923 Doubled Tiara is one of the top 50 VAMs. On the slab, it would be designated DDO VP-XXX. Here is an example for a Jefferson Nickel variety.
