This. 1921 San Francisco Morgans were minted to the outside limit of die life. These "tails" on peripheral letters can be observed on other Morgan issues, but 1921-S is rather notorious for their high proportion of egregious examples. Between that, predominant heavy polishing and the generally weak strikes, I'm tempted to believe they were in a bet to see how many coins they could average from their dies.
