1919 Wheat Error or Damage?

Found this one recently. Not sure about it, if it’s an error it’s probably minor. Thoughts?

The double damage to the Rim. The big one on the right, and smaller one just left of it then the whatever marks continuously left.
Plus some of the high points in the hair under the T didn't go with the "peel"



then similar scrap marks half way down the head, that continues as dots (or tool bounces) through the forehead through the other section.


then the hits to the lower parts of the letters


but ... just guessing ....
dremel tool damage (hard round file bit - like ?) maybe ...
or I'm way off becz I don't know squat about lamination errors ... LOL

 

That fits too cleanly between the profile and motto for damage.

 

The dent in the rim might be post-error damage. The rest may be an error.
