    '14-D VF Details, PVC damage.

Morgan would be a 64-65 depending on luster. I'd lean towards 65.

That light, white film all over the coin.

The white haze is simply early stage verdigris, it is not PVC. The stuff on the rim is light to moderate verdigris from exposure to moisture. The coin looks to be about EF40-45, well worth the cost of professional conservation and grading. It should be sent to NCG/NGC.
