Doug, Yes it is! It's not quite as fancy as the SP64s or SP65s that I have seen at auction over the years, but it is still a marvellous coin! Marsh writes a whole page about this year/mintmark, and it is quite interesting. He even postulates that a certain number of circulation strikes were minted (very few) in addition to the well-documented Specimen coins.
