Either its a fake, or somebody just altered the date on a normal dime. I don't know why somebody would fake a Roosevelt dime so I am going to say that someone altered the date.
Photo would be great, I don't think its possible for a 1990's (1990-1999) to have a 2007 dime punched on top of it...1990/2007 lol
Well it is a fake, or altered date. Pictures would help, but I think we would all be saying the same thing after the pictures, "fake or altered date"
