19?? penny seems to be cut in half

hello everybody.i had another question about this unknown year penny.it is cut in half and the marks on the edge are like jaged and looks like steps on the side thats cut but the penny other than being half missing looks perfectly fine no scrathces marks or evidence it was simply cut with a hand tool.could this be a error?or do i need to get rid of it ?

If it was struck on a fragment, it wouldn't have a straight edge, and the strike would be weak.

 

thanks guys its def not smooth upsets me someone would take out there frustration on abes head.
