Looks pretty straight forward. Collingdale PA wanted something to help celebrate their 75th anniversary so they contacted a private mint, in this case the Franklin Mint, and paid them to strike a bunch of commemorative medals for them. They were probably sold for a small amount with the money being used to offset the cost of their celebration. A lot of cities issued medals for similar purposes back in the 60's. The town I live in did the same thing back then to celebrate their 125 anniversary) From the documents you show they mad 100 in silver, 650 in silver clad, just over 3000 in nickel brass, and an unknown number in coppernickel. value is minimal and probably at its greatest in Collingdale PA.
