The first 8 has something in the middle right side. Something under the MM. An "apostrophe" to right of A in dollar. The O in dollar.
Not sure it's a top 100 Vam or doubled but try looking at. www.vamlink.com or www.ashmore.com/vamupdate I hope you find the answer.
That is a die chip in the date. There may be a RPM on the mintmark and the mark near the A appears to just be slight damage.
New Orleans mint has a few known O/O noted for some dates . But grade is key when comes to Morgan dollars .. Their a page on New Orleans mint here on cointalk . Matt/Dutch do you recall were that page is? One the Moderator wrote the page.
