What are the edges like? If its smooth, it will be a proof. If its edges are reeded, its probably a circulation issue, although some proofs have been issued with reeded edges as well. As for condition, it's hard to tell from the photos. All I will say is that 'shininess' is not neccessarily an indication of 'unc-ness'. It may have been cleaned or polished, for example. For this to be 'unc', the detail needs to be all there. For example, does the badge the Queen is wearing sill have the entwined 'VR' on it, or is it worn out or even smooth?

Yes there were proof issues made for the jubilee year. I'd like the portrait to be a little 'frostier' before I said for sure that it was a proof. I can tell you that unc catalogues in Spink for £60 and proof for £120...
