From the photos, it looks as if it has been cleaned and then re-toned. I wouldn't recommend sending it in... If my assessment is correct I'd say $25 would be a rough estimate
It has been dipped, polished, and retoned. There appear to be numerous hairlines on the reverse. It is also AU. $25 is probably a good estimate of its value, and is not worth sending in for grading.
I find examples like these just thrown in a box of morgans loose at my local shops. Lots of evidence of cleaning and it ruins value.
