I would also say that it was not only over dipped, but that it is an ex-jewelry piece. The marks at the top and bottom rims look like mount marks to me. That would also explain the polished look the coin has.

It's not because it was dipped, it's because it was dipped improperly, or for too long. A coin dip is an acid that literally eats away all of the luster on a coin. Once that is done the coin is damaged and considered ungradeable. But more than that, as I said, this coin looks like it was removed from a piece of jewelry. That too damages a coin. If I am correct about either of the things mentioned above the coin is only worth silver content.
