Can't really tell from the picture, but it's probably an altered date (someone messed with it after 1967) or possibly a die crack at the date. Either way, there is not much of a premium on the coin but it might be a neat conversation piece
Welcome to the forum Eddie. The direct answer to your question is: 25¢ as legal tender, zilch as a numismatic item. I'd say definitely an altered date. (Washington Quarters are just a few months older than I am, and I am not even close to being 137 years old!) As small as the picture is, it's clear enough to rule out a die crack turning that 9 into an 8.
Thanks for your replies. I had a closer look at the coin, it wasn’t a 1867 quarter and like satootoko said there were no Washington quarters issued in 1867. I was puzzled as I could not get any facts on Washington quarters from that period on the internet. Now I know they weren’t any then. It was actually a 1967 quarter and it wasn’t altered but somehow when I scanned it, the light reflected on the numbers in such manner that it made the number 9 looked like a 8. Thanks again.
