I just purchased a 1864 indian penny for 8 dollars on ebay. The coin is g-4 to g-6, and apparently has a 90 degree rotated die. Are rotated die errors rare? I personally have only seen a couple.

It depends on the degree of rotation - minor rotations are common. More severe rotations are not.
