Mönchengladbach is a city (population ~250,000) in the neighborhood, about 20 minutes from here. :) What you see is a city view "um 1856", i.e. what the inner city looked like around 1856. Not sure whether there was any particular event in that year, but I am pretty darn sure the medal is not from that year ...

The CoA on the other side is from the "old" city of Mönchengladbach. On 1 Jan 1975 it merged with some neighboring places; since then it has had a different one. So I suppose that this piece was issued before the end of 1974.

Agreed. ;) Cannot say anything about the possible value but ... I would try and find out (maybe you could ask a dealer) whether it actually is a gold piece. Could be gold-plated silver or so as well; it's just hard to tell from that image.
