Incomplete clips (incomplete punches) must be present on both sides of a planchet. Unless the blanking process was radically different in 1838, this would have to be some other kind of defect and is potentially an example of post-strike damage.
Mike, The defect is present on both sides of this coin/token. That's why I think it's genuine. The defect is going through the word "PREFERABLE", although it is tough to spot on the photographs.
