Depends how you clean it I can't tell if the layers I'm seeing are just crud or metal breakdown is not a rare date but would be a nice coin in good condition

Great find! Before you do anything with it, you might want to find out its variety. It would be a shame if you ruined a rarer variety coin!
You ask. Difficult to tell because of the surfaces but it is ether N-1 or N-12 and I am strongly leaning toward N-1. N-1 is a common variety (N-12 is only slightly scarce so either way you are not talking about a rare coin.)
