1822 5 kopeks (Ag) strikethrough error?

    This is a Russian 1822 Silver 5 kopek coin. Nothing seems odd except that if you look carefully at the obverse's background, you can see some odd lines, which may seem to be part of a set of wings. I initally thought it was a strikethrough error but that doesn't make sense with the reverse as the wings are much further apart... Any idea what it could be?

    Definitely die clash. An incuse impression of the eagles' necks can be seen on the obverse.
