Picked this up on Ebay for the rotated dies ($15), and found it to be a 1819/8 (N1). I included a pic of the reverse which shows the low and tilted E of ONE and low T of CENT. It is harshly cleaned and a little beat up, but it is the first major die rotation on this year I've found and the 1819 isn't even listed on the rotated coin census.
