It's impossible to give a definitive grade from those pics. It looks like maybe VG8 details. It's hard to say what the surface problems are, but it appears to be cleaned. By that, it's net 4. Are there any rough, pitted areas ? There are three varieties; Cohen-1 and -2 are overdates and worth more (1808/7). The Cohen-3 in EAC 4 is worth $30 - $40.
