My FREE opinion... Based on the shape of the A in STATES, I'd say the second one of the two listed. Note particularly the left "leg" of the A.
I'd say give a good bath in acetone, perhaps some Vedigone...give it a nice olive oil facial...then re-try the photo.
Those are certainly good comments. I was seeing elements of each reverse in the subject and the consensus is certainly more likely. Perhaps the verdigris is tricking me into seeing similar breaks around the numerator which aren't really there. Now I do wonder if I should use this for my first attempts at removing verdigris since I have several coins in need of this type of conservation or should I send it off to NCS? I'm opposed to cleaning coins, but also opposed to letting them dissolve into oblivion.
I am not sure what NCS could do, but I would try NCS first - that is if the coins worth the cost to you. I know toad has some post on here on things he did, but I would not try them myself. You could try searching on his user id.
