I think this is Cohen 4a. It does have the small edge lettering. Can anyone confirm my attribution?

    Attribution confirmed, C-4a.

C-3 and C-4 share the same reverse, this is the later stage withthe die crack through I in UNITED which makes it most likely to be 4. The looking at the obv C-3 has the 1 well left of the notch where the hair and the truncation of the bust come together, and C-4 has it almost centered below the notch. Also the 4 in the date is much further from the bust on 3 than on 4.
