Extremely suspect in every way - I suspect that these are the same individual, and that they are playing the 'why would anyone ever fake a damaged coin' trick.
Definitely looks like the same coin to me. I suppose it's possible that someone in that town bought it from the coin shop that had the coin listed on Ebay, and that person subsequently listed it on Ebay with the intention of making money......... Who knows? This is why, especially from Ebay, I only buy NGC or PCGS slabbed coins. This practice doesn't guarantee that I won't get ripped off by any means..... but it's comparatively safe and doesn't leave me feeling as though I'm chasing my own tail.
