I won this coin on ebay for $8. The seller did not know what it is exactly so I thought I would ask on here. It is dated 1713, quite thin, has "Max Eman" on it, clearly circulated, and is around the size of a quarter. Any help on what it is exactly would be greatly appreciated.

I don't think you'll find it under Cologne. Maximilian Emanuel was duke of Bavaria 1679-1726 and elector of the Holy Roman Empire, but I don't find any match under Bavaria.
He was also governor of the Southern Netherlands and received from Philip V of Spain the sovereignty over the the duchy of Luxemburg and the county of Namur (1711-1714).
Some coins for Namur were issued in his name. Your coin could be Spanish Netherlands/Namur 1 liard KM#26. Unfortunately Krause doesn't give an image.
It is discribed as: Obv.: armoured bust of Maximilian II Emanuel left. Rev.: ME monogram with legends: COM.P.R.S.R.I.ARC.&ELE.L.COM.F.H.&N.

My Krause book only goes to the 1760s Aidan but I think bart is really on to something. The legend on my coin is not a complete match but is very similiar with only a couple letters here and there different. I tried typing in coins of Spanish Netherlands on google but of course hardly find anything of use. I wonder how people identified coins before the internet and even the Krause books came along? Anyways, does anyone here know for sure where the coin is from???

    NOS:
It might help if you provide full legends from obverse and reverse.

I would agree with Bart in identification of this coin as 1 liard of Spanish Netherlands, duchy of Namur KM#26. For this catalog number, according to Krause, legend vareities exist.

    The obverse legend
MAX.EMAN: D.G. U.B.S.P.B.LL.& G.DUX stands for Maximillian Emmanuel, by the Grace of God, Duke of both Bavarias and the Upper Palatinate, Brabant, Limburg, Luxemburg and Gelders.

    The reverse legend
COM.P.R.S.R.I.AR.&.ELE.L.L.COM FH&NA. stands for Count Palatine of the Rhine and Elector of the Holy Roman Empire, Landgrave of Leuchtenberg, Count of Flanders, Hainaut and Namur
