Hi Steven. Without photos it's hard to say anything conclusive, but guessing from your description of half an E missing, I would guess it's a grease filled die, which prevented the E from fully striking.
Now, even though a grease filled die is indeed a mint error, it is a common mint error, and with only half of an E missing, it becomes a small, common mint error.
Which means it has little, if any, extra value.
A lot depends on the overall condition of the coin itself, which we can't tell because you haven't posted any photos.
Basically, when it comes to errors in general, and grease filled die errors specifically, collectors want errors that are visually striking, you know, an error that really stands out, that just hits you right upside the eyeballs and says Hey, Look at Me, I'm a Major Error.
Now, I'm sorry, but half of a grease filled E on what may be a very well circulated 1992 quarter just isn't it.
The good news is that IF it is a grease filled die error, then you would have a real mint error, such an error would be suitable to keep in your "Oddities Box" and pull it out for your friends and do Show and Tell.
Please post photos of both front and back so we can make a more thorough determination.
As always Steven, Thanks for posting, keep searching, keep posting and Welcome to Coin Talk !!
