This is a hyderabad mint coin and when you look at it, it is clear that the die is very thick and after seeing the edge it is clear that it is double struck but without shifting, hence no visible double die. But I want to make sure ,so I will leave it to you experts to decide what type of error it is?
I think it's die fatigue. Believe these are struck on steel planchets so it's pretty harsh on dies. Indian error coins are quite common. Have a look at ebay and I'm sure you can see a lot of such examples. Check sold examples - most are usually sold for pretty affordable prices.
