Notes with a star suffix are replacement notes for other notes that have been rejected for quality control purposes. There are quite a few people who collect star notes, but usually in pristine condition. I save them in any condition just for the heck of it. All of mine are from circulation and I only pay face value. Because of the condition of your note, I would say face value is all you would get for it. However, some people collect low run notes, so you never know.
Did you notice the margins it I just noticed it it goes all the way to the top of the note like it's not centered would that be the error or the three on the top serial number is very high
It's worth 100 cents today. If you hang onto it for a week or so, it should be worth 95 cents or less . . . . . Z
