Looks pretty badly corroded/damaged to me. IMHO, conservation would be a waste of money on this one.
It is not a doubled die. On incuse letters, MD will seem to enlarge the side of the devices. On raised letters, the opposite.

All I see is some dings and nicks from circulation, plus some pretty bad hits on the rim.
I don't see doubling on the date, just some zinc rot near the mintmark. Can you post pics of the full obverse and reverse?
Looks like it's encased in a bezel of some sort. Not an error.
