Is this penny missing its copper plating?

It was a friend of mine's penny. I said it was shaved or sanded because it was a bit thinner than an ordinary penny
The reverse of this penny is smooth in most areas but has some scrapes on it in some. It looks like it was shaved but then again, it's smooth....
