Sure looks like a die chip in Lincolns brow to me . I see the scratches but don't see that they are connected to the brow.
Reminder: The small date 1982 D must weigh 3.11 grams. I have plenty of small date 2.5's.

If it were my coin I would call it an elongated gas bubble. Just my opinion.
The red book does not list it at 2.5 ! It's 3.11 all the way to 1982.
