I get PCGS, but I fail to see NGC's problem.
To me they are both the same grade. However, neither TPG likes wood graining. I think the second is the higher grade. 8 - 10

ALL graders handle the coins with their bare hands. The risk of dropping the coin greatly outweighs the chance of marking a coin.
It is copper. It would be worth 2¢.
If there is a slight difference in color between the edge and either surface, then it is not plated.
My Greysheet says a Vf 1923 goes for 80¢.
My first take is that it has been replated. Take a good look at the edges. If they are coated with zinc, then the coin has been replated.
