Yes, it most certainly is! ANACS will certify it as such. I do think that PCGS will do so now as well but they did NOT do so until just recently....

I agree, VERY common. I had several bank rolls of 1955's and cracked skulls were plentiful.
As previously mentioned, it is a plating issue where sometimes the plating shifts when the coin is being struck.

If you don't see an over date then it's probably NOT an over date.
How large is the rim burr on the 41 and is it unc? If it's small and circulated, I'd go with the o/c 83 lincoln.
