Maybe I am confused..but the set has one "coin" with just the "P" mint on it. All the other coins have "P" on it except for penny. I am new at...

I have a 1990 proof set from mint that has mint marks for Philadelphia on all 5 coins except the penny. Is this unusual? I am still learning so...
