I think your right, its like a blob on bottom of the 8, like a bump over the bottom half of the 8. I will try and post a picture. Thanks!
I have a 1988 Penny with the bottom of the back 8 not stamped so you have 198 and the top of 8 on last digit. It looks like it was definately...
