I havn't followed the state qtrs so, is there one obverse design for all the state qtrs? I noticed the different sizes of Wash. on the OP's 2 qtrs...

All depends on the buyer usually. In general a broadstrike coin tends to bring just a fuzz more but not always...

1883 no cents is pretty common in low and high grades. Not a whole lot of value there...
Might be 1 or 2 error coins in it worth more than the whole bag of cents...

Looks to me that at one time it had a proof like surface and that proof look has faded away...
