To me this is a damaged coin since the reverse has obviously been partially plated. Most likely a flash of gold.

I agree with @SensibleSal66. Lamination and gunk. You can see the striations from the bad metal mix in the first reverse picture.

I do not believe that is reeding around the edge. It is the design denticles that have been distorted by the "damage" to the coin.

It kinda looks like a lamination, based on the fuzzy area on the bottom half. But the curved line looks too sharp for that. A late stage off...
