Contact the seller after carefully checking the ad. They may have shipped the wrong coin. If you can not resolve send it back using eBay’s policies.

Condition on bills is everything. Less than a 1000 is definitely a keeper. Do not iron the bill as that would make it damaged.
Your cent is wonky because it was minted by a worn die and it’s copper coated zinc.
