That would require the dealer to end all auctions before the show or watch every coin while at the show.
3.1 is normal for 1964. Images might help.
He may have sold it before the show was open. Dealers are buying and selling on setup day.
Looks like die polish lines to me. Nice coin. I'll guess the grade at 65 or 66. I would not send it in for grading.
