Honestly, This would need to be looked at in hand to see what type of doubling it is. At this point it is anyone's guess with the photos provided.
Those early morning photos just weren't a very good representation of the coin. I think that these are better. [ATTACH] [ATTACH]
The rays look completely normal. The peace dollar was known for being weakly struck. Also, you have damage in the area.

The doubling on the date is also a plating issue. This was a common problem on the early zinc cents.

I don't have the reference. But, there is a die marker on the Lapel that will confirm that your 2000 cent is a WAM.
